What Actually Happened?

On July 14, 2025, the Central Administrative Tribunal (CAT), Jammu Bench delivered a major judgment in favor of candidates from diverse language backgrounds.

Here’s what the CAT said:

  • The JKSSB Naib Tehsildar recruitment rules, which made “Graduation with knowledge of Urdu” a mandatory qualification, were prima facie discriminatory.
  • The Tribunal said that this rule goes against the J&K Official Languages Act, 2020, which recognizes five official languages:
    • Urdu
    • Kashmiri
    • Hindi
    • Dogri
    • English
  • So, if a candidate knows any one of these five languages, they must be allowed to apply for the Naib Tehsildar post.
  • The CAT therefore stayed the operation of the old rule and ordered JKSSB to accept applications from candidates proficient in any of the five official languages.

In simple words: Urdu-only rule is gone (for now).

In simple words: JKSSB hit the pause button, and no new dates or guidelines have been issued yet.

Look, JKSSB is just a recruitment agency, it cannot take decisions on own, it has to follow the instructions either of the Government (Parent Department. In this case Revenue Department) and Legal Bodies (ie CAT, Courts) etc. With the CAT order, JKSSB cannot continue with the recruitment process and also at the same time cannot change the recruitment rules on its own. To change recruitment rules, only GAD or Revenue Department have all the powers.

So, Will the Naib Tehsildar Exam Happen or Not?
